What is Laravel Octane and how does it improve performance?

PHP-FPM (Traditional):
Request → Fork Process → Bootstrap (500ms) → Handle → Destroy → Repeat

Octane (Swoole/RoadRunner):
Bootstrap Once (500ms) → Handle Request (5ms) → Reuse Worker → Handle Next
